Club President 

The responsibility of the Club President is to overview the management and administrative operation of the club and to provide leadership and support to all its members.

 

The President may achieve this through effective communication and responsible overview.

 

A Club President should preferable have an understanding of human relationships and attitudes together with reasonable experience in Rugby League associated activities.

 

The image of a Club is often represented through the Club President and whenever representing the Club, a President should aim for the highest levels of efficiency, together with sound ethical and moral standards.

 

Suggested Duties
  1. Be fair and reasonable and show consideration and understanding towards the feelings, hopes and expectations of other involved in your Club.
  2. Be unbiased and impartial, give clear direction and set an example for others to follow.
  3. Be an effective an efficient Chairperson, encourage focused discussion and have a sound knowledge of debating and meeting procedures.
  4. Represent your Club at a local, district and regional level in a positive and professional manner, actively promote your Club.
  5. Keep informed of all Club activities and be aware of about future planning initiatives.
  6. Ensure the list of responsibilities delegated to the Club Committee and various office bearers are widely communicated and understood.
  7. Have a good and clear understanding of your Club rules, the constitution and the responsibilities of the various office bearers.
  8. Ensure you Club rules, constitution and by-laws are respected and observed by everyone involved. Know how to run a meeting (ie. Chairmanship)

Club Secretary

The responsibility of the Club Secretary is to assist the President to overview the management and administrative operation of the club and to provide leadership and support to all its members.

The Secretary must have effective communication skills and be responsible for all levels of communication and keep records of all correspondence and meeting minutes for the Club. The Secretary needs to work closely with the Club President, the Club Registrar and the Publicity Officer, however will also need to be the conduit between all office bearers and volunteers and be a member of the Executive Committee.

 

Suggested Duties
  1. Represent your Club at a local, district and regional level in a positive and professional manner, actively promote your Club.
  2. Keep informed of all Club activities and be aware of about future planning initiatives.
  3. Ensure the list of responsibilities delegated to the Club Committee and various office bearers are widely communicated and understood.
  4. Have a good and clear understanding of your Club rules, the constitution and the responsibilities of the various office bearers.

Club Registrar

The role of the Club Registrar is to supervise and be responsible for the proper registration of all players within a club.

This involves all elements of the registration process, including the conduct of sign-up days and the proper recording of individual details. The Registrar is expected to have good planning and organization skills and should be able to communicate with a wide range of people.

One of the main duties of the Club Registrar involves developing and preparing team lists with the assistance of the Club Secretary, which requires a sound understanding of Penrith Junior Rugby League Rules and Regulations.

 

Suggested Duties
  1. Plan sign-on days at commencement of season.
  2. Obtain all relevant particulars of players wishing to play for the Club.
  3. Obtain photographs for each new player and current players requiring new photographs.
  4. Complete documentation for each player as required by the Junior League.
  5. Ensure that original copies of birth certificates and other proof of age documents are available for each new player.
  6. Plan club registration dates and times for home trials or training nights. Ensure parents or guardians are present on registration dates for all players of Saturday football.
  7. Co-ordinate Club registration dates and times with Junior League Zone Controllers.
  8. Prepare an appropriate roster to ensure teams attend player sighting dates and times.
  9. Assist Junior League Zone Controllers as required.
  10. Prepare a list of players for each age group for distribution to team coaches.
  11. Assist players to complete transfer forms as required and authorize the transfer on the Club’s behalf, keeping the Secretary informed of player movements. Communicate transfers as soon as possible to the Junior League.
  12. Closely monitor transfers to ensure that transfers are only granted in accordance with Club guidelines and Junior League Rules.
  13. Collect registration (players) cards at the end of each season, collate into age groups and return to the Junior League through the Club Secretary.
  14. Attend Qualifications meetings of the Junior League if requested.
  15. Provide information as required to enable player records to be maintained.
  16. Have a sound understanding of Junior League Rules and Regulations regarding representative player or development squad transfers.
  17. Have a good working knowledge of your Club’s Rules and Regulations.
  18. Be aware of the future directions of your Club.
  19. Keep your Club committee informed of the status of registrations at all times.
  20. Be aware of legal privacy regulations and ensure the requirements are implemented.
  21. Ensure that any documentation issued by the Junior League for circulation to players and Club members is duly circulated to those intended

Club Welfare & Development Officer

The following information is provided to help and assist co-ordinators in the performance of the very important and vital role they are responsible for.

 

The junior league supports and encourages club co-ordinators towards the recruitment and retention of volunteers and the continual improvement and development of their club.

Suggested Duties
  1. Work in harmony with your club Secretary, President and committee to ensure they support the future plans you have prepared in respect to volunteers.
  2. Know the important role volunteers play in your club and the need to have an efficient and effective volunteer recruitment program in place.
  3. Assess your clubs need in respect to volunteers, for the whole season as well as special events during the season.
  4. Recruit and recommend the appointment of volunteers to vacancies within your club. Consider establishing some form of succession planning strategy.
  5. Try and ensure volunteers are given a task they enjoy and suits any special need or interest they may have. (ie. The right person for the right job).
  6. Arrange and organise the induction and introduction of all volunteers with the view of making volunteers feel recognised, needed and wanted.
  7. Prepare an easy to understand job description for volunteers and if necessary assist them with an education, training and requirements.
  8. Encourage all office bearers in your club to maintain transparent and open communications with all volunteers.
  9. Work with you club Secretary and the District Co-ordinator to ensure you have good working knowledge of club and Junior League rules, codes of conduct and other issues (ie. Child protection).
  10. Seek, identify and attract sponsors to your club and teams, promote your club to all media outlets and your local community.

Club Co-ordinators are encouraged to maintain a friendly and positive working relationship with the District Junior League Co-ordinator, so both can take every advantage of the administrative and operational support that is available within the scope of the operation, with the major aim of providing a satisfying and enjoyable involvement for all volunteers.

 

Please do not hesitate to contact the District Junior League Co-ordinator when ever there is a need as he has many beneficial suggestions and help to offer your club.

 


Treasurer 

The Club Treasurer is responsible for the financial management of the Clubs’ accounts and financial dealings.

 

Ideally the Club Treasurer has some background or expertise in financial management skills that involve standard accounting procedures.

 

The Treasurer looks after the Club’s accounts and needs to have some computer capability in spreadsheets or financial package applications.

 

The Treasurer should also be able to communicate with other Club office bearers and should be aware of the financial state of the Club at all times and report same regularly to the Committee.

 

Suggested Duties
  1. Keep the committee informed of all financial trends and any areas of concern.
  2. Issue receipts and promptly deposit all monies received.
  3. Make all payments by cheque where possible and keep up to date accurate records of income and expenditure.
  4. Be responsible for ensuring that adequate accounts and records exist regarding your Club’s financial transactions.
  5. Be one of the signatories on your Club’s cheques.
  6. Prepare regular bank account reconciliations.
  7. Be fully aware of the financial position of your Club at all times.
  8. Do not support other Club members handling, depositing, paying out or otherwise dealing with Club funds, without your knowledge.
  9. Prepare budgets for the forthcoming year describing potential sources of income and expenditure
  10. Present regular breakdowns of income and expenditure to your Club committee.
  11. Prepare and present financial statements to club committee meetings and A.G.M.
  12. Prepare and present financial statements to the Junior League when required.
  13. Invest surplus funds and manage your Club’s investment program.
  14. Prepare annual financial accounts for auditing and provide the auditor with information as required.
  15. Ensure annual returns and statements of accounts are filed as required by Incorporation.
  16. Be able to work in a logical orderly manner, keep good records and carefully handle money and cheques, arranging regular time periods to maintain the Club’s books of account.
  17. Have a sound knowledge of your Club’s and Junior League’s Rules and Regulations.
  18. Have a sound knowledge of the Junior League financial requirements.
  19. Be aware of your Club’s future plans and development initiatives.

Coaching Co-ordinator

The role of the Clubs Coaching Co-ordinator is to provide the direction of coaching within the Club, also coaching procedures and advice within the Club with the assistance of the Senior and Junior Vice Presidents.

 

The Coaching Co-ordinator preferably needs to be a qualified Coach with qualifications to ensure the coaching direction, quality advice and support is provided to the Club.

 

The Coaching Co-ordinator should liaise closely with the Junior League Coaching Co-ordinator and the Club President and should ensure that all procedures are implemented throughout the Club

 

Suggested Duties
  1. Encourage coaches, players, trainers, and other team support officials to abide by the Rules and Regulations of the Club and Junior League.
  2. Encourage coaches, players, trainers and other team support officials to respect and support the clubs and Junior League Codes of Conduct.
  3. In conjunction with the Junior League Coaching Co-ordinator ensure coaches hold appropriate qualifications.
  4. Provide information to your club Secretary to ensure records of Club coaches and coaching qualifications are maintained.
  5. Assume responsibility for the qualification of coaches, arrange appropriate training, training locations and days and times for Club trainers.
  6. Ensure qualified coaches are available for all Club games.
  7. Ensure that all training equipment is up to date and available.
  8. Explain to players the importance of reporting medical problems and injuries.
  9. Explain the rules in regard to head injuries and other serious injuries.
  10. Explain to players the importance of personal hygiene in relation to contact with blood and bodily fluids.
  11. Keep accurate records of all player injuries.
  12. Keep your Club committee informed at all times.
  13. Have a sound understanding of Junior League Rules and Regulations.
  14. Have a good working knowledge of the Club Constitution and Rules.
  15. Be aware of the future direction and plans of your Club.
  16. Educate, support and encourage all Club members to respect and support the Club and Penrith Junior League Codes of Conduct. Insist on all members and parents respecting and abiding by your Club’s and Penrith Junior Rugby League discipline provisions.

Trainers Co-ordinator

The role of the Clubs Trainers Co-ordinator is to provide a high level of sports medicine procedures and advice within the Club.

 

The Trainers Co-ordinator preferably have professional skills and qualifications to ensure the highest quality advice and support is provided to the Club.

 

The Trainers Co-ordinator should have specific accreditation applicable to the role.

 

The Trainers Co-ordinator should liaise closely with the Junior League Trainers Co-ordinator and should ensure health and safety policies and procedures are implemented throughout the Club.

 

Suggested Duties
  1. Encourage coaches, players, trainers, and other team support officials to abide by the Rules and Regulations of the Club and Junior League.
  2. Encourage coaches, players, trainers and other team support officials to respect and support the clubs and Junior League Codes of Conduct.
  3. In conjunction with the Junior League Sports Trainer Co-ordinator ensure trainers hold appropriate qualifications.
  4. Provide information to your club Secretary to ensure records of Club trainers and trainer qualifications are maintained.
  5. Assume responsibility for the qualification of trainers, arrange appropriate training, training locations and days and times for Club trainers.
  6. Roster qualified trainers for all Club games.
  7. Ensure that all first aid equipment is up to date and available.
  8. Supervise trainers to ensure that all health requirements are being observed for the treatment of players and for the safety of trainers.
  9. Ensure that team trainers have the various equipment required, for example squeeze bottles, first aid kits, ice packs, trainer’s vests, etc.
  10. Explain to players the importance of reporting medical problems and injuries.

Gear Manager (Uniform Officer)

The Club Gear Manager is responsible for the safekeeping, distribution and maintenance of club equipment and player’s clothing.

 

The Club Gear Manager works closely with each Club Team Manager and should have some skills in the areas of Club purchasing procedures, communication and security.

 

The Gear Manager liaises with the Club Secretary and Club Treasurer when new items of clothing or equipment are required

 

Suggested Duties
  1. At the commencement of the season or at other times as necessary perform a stock take of jerseys and other Club equipment.
  2. Allocate existing jerseys and equipment to each team manager.
  3. Identify new jersey requirements and work with the Club Secretary obtaining quotes, orders and issue of same.
  4. Maintain records of jersey issues.
  5. In conjunction with the Secretary (and Promotions Manager) arrange screen printing requirements on all clothing and jerseys.
  6. Order and allocate other clothing (players and committee) as requested and authorized by the committee.
  7. Liaise with individual team managers to identify the number of footballs and other items required.
  8. Arrange for the collection of Club jerseys and equipment at the end of the season or as directed by the committee.
  9. Arrange for the safe storage of jerseys and other Club equipment at all times.
  10. Encourage players and Club officials to respect the Club’s gear and equipment at all times.

Ground Manager

The Club Ground Manager has the responsibility to ensure that the Rules and Regulations in respect to your Club’s playing fields are respected and observed.

 

The Ground Manager is required to oversee the implementation of any Rules and Regulations stipulated by the local council and the Penrith Junior Rugby League who is responsible for the competition.

 

In conjunction with your Clubs Welfare and Development Co-ordinator, the Ground Manager should establish and supervise a grounds Committee to assist with implementation of the required tasks.

 

The Club Ground Manager should have sound organization and communication skills.

 

Suggested Duties
  1. Form a Club Grounds Committee to achieve identified tasks.
  2. Liaise with the District Junior League Grounds Co-ordinator as required and have a sound understanding of the various requirements in relation to ground management.
  3. Ensure the Penrith Junior Rugby League Rules and Regulations in relation to ground management are observed.
  4. Prior to the commencement of the season, ensure all equipment is in safe working order.
  5. Ensure that all of your clubs playing fields are marked out at the commencement of the season, in accordance with Junior League requirements.
  6. Ensure the dressing rooms, canteen, referee room and toilets are in a clean and tidy condition and suitable for use.
  7. Ensure the ambulance access is free and maintained at all times.
  8. Ensure the field safety equipment is in good order.
  9. Ensure that field lines are clearly marked and maintained in good order fro all games.
  10. Ensure the playing surfaces are in good order at all times.
  11. Ensure adequate supplies of sand are available.
  12. Ensure all equipment and documentation is available on all match days.
  13. Ensure that team officials and crowd behaviour is properly monitored, in accordance with Junior League Codes of Conduct.
  14. Ensure safety of referee’s and touch judge’s entry and departure from your ground.
  15. In conjunction with your Clubs Committee, ensure that appropriate safety measures are in place if official or crowd behaviour becomes unruly. Close liaison with local Police is also recommended.
  16. Keep the committee informed about the overall condition of the fields to ensure continued availability and maintenance.
  17. Organise watering of the playing fields and surrounds.
  18. Liaise with local council on ground condition and lighting whenever necessary.

Publicity Officer

The Club Publicity Officer should have a good knowledge of the workings of various elements of the media and present the club in the best possible light.  Media contacts include television, radio and newspaper, and more recent technologies allow the Club Publicity Officer to consider Internet communications for operations. It is important that the incumbent develops and maintains close contact with representatives of all local media.

 

Duties of the Publicity Officer include development of media releases and communicating newsworthy items to various media contacts. The Club Publicity Officer should have a sound understanding of on-going and future Club activities and work closely with the Executive.

 

Suggested Duties
  1. Develop and implement a public relations program as approved by your Club committee.
  2. Write media releases concerning upcoming events, interesting personalities and Club and individual highlights or achievements.
  3. Co-ordinate and assist in the publication of Club newsletters and reports.
  4. Act as a liaison officer for media at all events.
  5. Be familiar with all local media personnel.
  6. Co-ordinate arrangements for press media coverage of club news releases on functions players and recruitment.
  7. Liaise with other Club members on a regular basis.
  8. Advertise all the positive aspects of your Club’s activities, highlighting at all times the need for support and acceptance of your Clubs and Junior League ‘Codes of Conduct’ and good behaviour Rules.
  9. Work closely with the Club Welfare and Development Co-ordinator.
  10. Keep your Clubs committee informed of on-going activities.

Sponsorship/Fundraising Coordinator

The main role of the Sponsorship/Fundraising Coordinator is to form and supervise a fundraising committee to ensure the club meets its financial commitments.

 

This may include sponsorship activities in conjunction with your Clubs Welfare and Development Co-Ordinator.

 

It is the Fundraising Committee’s responsibility to conceive, plan and implement all Club fundraising activities.

 

The Sponsorship/Fundraising Coordinator should oversee all these activities.

 

The Sponsorship/Fundraising Coordinator should have sound creative, promotional and management skills and should liaise closely with the Club Treasurer.

 

Suggested Duties
  1. Develop a fundraising strategy for your Club in accordance with budget projections.
  2. Form a fundraising committee in conjunction with your Clubs Welfare and Development Officer.
  3. Together with the fundraising committee, set fundraising goals for your Club.
  4. Organise activities and functions for your Club that raise finance.
  5. Supervise volunteers working in the fundraising committee.
  6. In conjunction with your Clubs Welfare and Development Co-ordinator, prepare rosters fro volunteers assisting with fundraising activities.
  7. Ensure all material required for fundraising are ordered and available.
  8. Supervise the collection of all monies raised and payment to the Treasurer.
  9. At the end of each function or activity reconcile all funds raised with Treasurer.
  10. Maintain records of donations received and successful events for future reference.
  11. Maintain appropriate fundraising records as required by the Treasurer.
  12. Keep your Club committee informed of all relevant matters.

Canteen Manager

To oversee the operation and general running of the Canteen, the Manager can co-ordinate rosters to ensure coverage at all games and involvement of all teams, works closely with the Treasurer and Fundraising Officer and reports to the Committee.

 

The Canteen Manager may consider a job share style position or a sub committee to assist them in the effective running of the canteen.

 

The canteen Manager will source the better suppliers taking into consideration, price, quality, sponsorship and club overall benefits.

 


Ground Keeper

Committee Members

Each committee member is expected to attend the Committee meetings through the term of their position and to assist each position holder where possible either by being involved with a particular fundraiser, event, and canteen rostering, Saturday or Sunday duties.

 

The role of the committee members is to aid and assist the other members of the committee and to help lighten everyone’s workload.
